The responsibility of states is increasingly a subject of scholarly and popular debate. As the prominent international actor we look to states to take responsibility for enacting solutions to global problems. However, there is no common understanding of what form of responsibility should be demanded from states. This workshop aims, first, to develop a better understanding of the state as a collective agent in the sphere of global justice by contributing to the limited existing literature within political philosophy. Second, the workshop aims to determine how a normative framework can help to provide guidance on public policy to address applied ethical problems presented by global challenges like climate change, the large movements of refugees and resource exploitation.
